The Tokyo Metropolitan Comprehensive Consumer Center offers consultation services in English, Chinese, and Korean.
Please feel free to contact us if you are a non-Japanese resident experiencing problems with a purchase you have made or an agreement you have entered, etc. as a consumer in Tokyo.

Regarding use of personal information
Personal information obtained during consumer affairs consultations is used to process inquiries, including to confirm the details of contracts with businesses.
In addition, information regarding inquiries made at the center will be registered and stored in the Practical Living Information Online Network System (PIO-NET). Specific personal information, which can be used to identify an individual such as names, addresses, and phone numbers, will not be registered to the network. However, characteristics such as gender and age, as well as a summary of the inquiry, will be utilized to process future inquiries of a similar nature. Information may also used for consumer education and programs to spread awareness.

The Specified Commercial Transactions Act (formerly"Door-to-Door Sales Act (Act on Door-to-Door Sales, etc.)") is an Act for with the purpose of preventing business operators'' illegal, or malicious solicitation while protecting consumer benefits. Specifically, rules that business operators should obey, and rules for protecting consumers. such as,the cooling-off system, are specified for types of transactions which tend to cause consumer problems such as Door-to-Door Sales or Mail Order Sales.
